Michael McGrath, the Superintendent of Lower Merion Police, was one of 15 police executives chosen to attend the Northeast Counter-Terrorism Seminar (NCTS) in Israel. Organized by the Anti- Defamation League (ADL), the NCTS is an intensive training program conducted in cooperation with the Israel National Police. The seminar is designed to provide law enforcement leaders with first-hand knowledge of the cutting edge strategies, tactics, and information to combat terrorism. The seminar provides participants with the opportunity to learn counter-terrorism strategies and tactics, with special emphasis on suicide bombing and securing transportation infrastructure. Through presentations and site visits conducted by senior personnel in the Israel National Police, intelligence and security services, and the Israel Defense Forces, participants learned directly from Israel’s most experienced commanders.
“The seminar in Israel was a unique opportunity to see how Israeli police and security forces address terrorism and to interact first-hand with people that face one of the toughest security challenges in the world. Their use of technology – cameras, electronic sensors (border, airport), and biometrics, along with the professionalism and competency displayed by all the individuals and units we interacted with while touring Israel was outstanding.” – Superintendent Michael McGrath
